EU funding on skills relevant for the defence sector
Investing in people and their skills is one of the EU’s top priorities. The total EU investment on skills proposed for 2021-2027 is €146 billion.
A variety of EU funds relevant for the defence sector is available to support activities aimed at developing skills at all levels, including:
- Funds accessible through national authorities
- Funds accessible through the European Commission
- Funds accessible through financial intermediaries
Funds accessible through national authorities
Grants for modernising EU countries’ education and training systems, promoting flexible upskilling and reskilling pathways and equal access, including apprenticeships and dual education. Can support the development of education and training programmes for workers in specific sectors, and anticipating new skills requirements. |

Grants to develop skills for the implementation of smart specialisation strategies, build learning facilities, improve the safety and accessibility of such facilities and provide them with modern equipment, and support the development of ecosystems (e.g. cybersecurity ecosystem in Bretagne with civ/mil dimension). |

Grants and loans for developing skills to support green and digital transition and resilience. |

REACT-EU (Recovery Assistance for Cohesion and the Territories of EU) |
Ad hoc additional resources to the ESF and ERDF 2014-2020 to be used in 2021-2023 programming period. Similar to above, they are allocated for skills development and relevant infrastructure and equipment linked to fostering crisis repair from the pandemic and preparing a green, digital and resilient recovery of the economy. |
Grants for reskilling of workers in regions affected by economic and environmental transition. |

Grants for accelerating the recovery and driving the digital transformation of Europe. For projects on advanced digital skills, supercomputing, artificial intelligence, cybersecurity, etc. Will complement Horizon Europe and the Connecting Europe Facility for digital infrastructure. |

Supports long-term work placements of apprentices abroad for VET and high education graduates. Helps companies and organisations access foreign skills and know-how and improve their overall performance, in particular SMEs, boost individual skills, enhance cooperation between companies and VET institutions. |

Supports cooperation across borders to jointly tackle common challenges and find shared solutions among other in in education & training, employment and mobility. |
Funds accessible through the European Commission
Erasmus+ grants to strengthen Europe’s innovation capacity by boosting innovation through cooperation among industry, higher education, vocational and educational training (VET) and research. It also aims to boost the provision of new skills and address mismatches by designing and creating new curricula. |

Building skills ecosystems for innovation, regional development and social cohesion to tackle skills gaps challenges.
Boost opportunities for the mobility of VET learners and staff by establishing long-term sustainable cooperation platforms among training providers and companies, in particular SMEs. |

Supports transnational alliances that will become universities of the future, promoting European values and identity, and revolutionising the quality and competitiveness of higher education. |
|
Support innovation in a sector and join initiatives to promote cooperation, peer-learning, and the exchange of experiences. |
|
Promote skills development and innovation to make European industry, in particular SMEs, more competitive. |
|
Horizon Europe grants for cross-border mobility – inside or outside academia – and skills development of researchers.
Actions include:

Funds accessible through financial intermediaries
The ”Social Investment & Skills Window” covers both, the demand and the supply side of skills. For attracting public, private and individual investments in skills development of individuals with the support of the European Investment Bank. |

EIF debt financing to stimulate investments in education, training and skills for students, SMEs, mid-caps and training providers. |
Apprenticeships are mainly funded by ErasmusPRO, ESF+, Interreg, Digital Europe and Marie Curie Actions.
Main programmes with gender dimension are ESF+, ERDF and InvestEU.
